I don't think anyone can say that anyone other than the Rebel forces shot down the plane.
There is a question of if the Rebel forces are being backed by the Russian Gov.
Backed or not backed by Russia, this does not remove the possibility that the Rebels forces could have used captured weapon(s) to bring down the plane.
Rebels have captured a number of weapons and vehicles from the Ukrainian forces and bases.
