The flight was guided by the Ukrainian air managers right over the war zone and the scenario was realized. So it was a 100% provocation. Doesn't matter who sent the missile - the Ukrainian rebels or regular Ukrainian army. In any case the world will blame Russia. And this plan worked out even better than expected.
