The dude is out of his mind, he has no idea about technical aspects of anything and he is not taking care of real problems that his country is facing now but he seeks problems there were there is no problems. I can't believe people elected his party again to rule.
Anyway what is he thinking even by claiming he is going to shut down websites ? What about websites that are hosted in other countries? What does he mean by shutting them down? DNS block or what?
