In poland we have clinics like the one cyberseo showed and ones like Muad'Dib showed. This is really typical of the whole region... Same shit in CZ, SK, etc... New ones are nice and super high-tech and have to adhere to current sanitation design standards (minimum size of bathrooms, types of tiles, everything. Old ones have to adhere to previous rules and need renovation (some more then others).
To say that all clinics look like either party wrote is wrong from both sides, and im sure you will find a crazy nice super clean place in some tiny siberian town and you will find some dilapidated shithole in the center of Moscow too.
