Growing up in Welland there was literally ONE black family, and they had lived there longer than probably 80-90% of the population because most of that city are European immigrants from the last century and a large French Canadian community. The one black family I knew of were descendants of runaway slaves via the Underground Railway. I'm surprised there weren't more being a border town but most American slaves ended up in Southwestern Ontario.
Oh, before I moved I think a few Caribbean/Jamaican people showed up.

This wasn't in Niagara - it happened in Kitchener/Waterloo.
But as for Niagara...more of 'em are moving into the area these days - especially in St. Catharines.
