For me RackShack is far and away the best isp. I've had servers there for over a year. I monitor my servers 24x7 and I would say in 12 months I have had maybe two 15 minute periods where I was down.
And maybe about a 2 or 3 minute outage once a month or so.
If you followed the events with their fire recently, this is one super professional organization way above any of their peers.
Don't underestimate the fact that its unmanaged though - managing a Linux server long term is a very daunting task, and many RackShack customers eventually come to grief. If you never patch it there is a good chance your server will be broken into eventually.
But if you are a propeller head like me or at least can rent one, they rock.
I DONT WANT any morons logging into my server or trying to help me, thats the whole point. Rackshack doesn't have any passwords to my server, and that is just how I like it.
My former isp (he has about 1000 clients) gave me all the same scare story when I switched.
Last I heard he was looking into Rackshack. It cheaper then building your own data center and buying servers, so I expect a lot of isps will start using them, hundreds already are.
