Anyone can speak intelligently when they're reading a script. Rhetoric always sounds intelligent and beefy when read from a teleprompter.
People who speak unscripted tend to get more passionate and throw what you call "tantrums" while speaking. The reason is because they're answering the way they actually feel and when challenged, they feel they're being attacked on a personal level. Unlike reading something someone else or a team of someones meticulously prepared hours prior to you regurgitating it. I wish Obama would have thrown more "tantrums" -- but we all know he can't speak unscripted. Oh no...that's not allowed.
