We (the USA, the Arab states and NATO) are bombing daily but in dribbles. This limited warfare only exacerbates the refugee issues. The people, yes most of them are just people trying to survive all of this, are not hopeful of an imminent solution
So they leave for safety with few possessions.
This is like the myth of Hercules and the Hydra. Eventually, Hercules did kill the Hydra. Iraq, Afghanistan and Libya were just a few heads
