Try not to blame Paxum for this. There is so much fraud going on that Paxum and other companies like them have to do more and more to make sure they know who they are dealing with.
We have had a Paypal account for 12 years and recently they asked for some new paperwork. Not because of any changes to our account, but because Revenue Quebec and the Canada Revenue Agency are both allowed to get records for auditing reasons from Paypal for people living in this country, and they need to keep those records up to date should they ever be required.
They wanted to see utility bills, drivers license, and tax filings, etc. Not only that, but they also wanted to see Photos of those papers (not scans). To slow things down, all the papers are of course in french, and they did not understand what they were reading too well or what the papers were really all about.
It was a real pain in the ass for sure, but it didn't really take THAT long to comply. After just a couple of hours, it was all done. It's just one of those things you have to accept and do as a part of business these days, especially when dealing online with companies and individuals from around the world. Companies like Paxum want your business, but they have to make sure that they do things by the book, especially when you trust them with your money.
