You wrongly assume that if size is more than average it is automatically MUCH more than average. In reality it is spread very nicely, little by little. Except in minescule sample sizes like 10...

Some tests also a different mathematical method to calculate the average, which are better. You should always use a different spread and not count the 0 inches or anything else deformed like 15 inch. And then take the median (the middle number) of a set of values. Because we would be huge if we would live in Thailand and small in Africa.
Edit: 0 1 1 2 3 4 5 6 7 8 9 12 14 18 20 has a median of 6, but an average of 7.33.
