Well, not all of it is battle troops taking part in the action, but 90 % of that isn't in support. That is roughly the amount of men equipped to take part in the action and capable to take action. Support is often civilians (though trained soldiers) and listed in separate number. Various support organizations are at least partly divided from army.
Finland has numerically one of the largest armies in Europe.
