The costs will have to be born by the citizens paying taxes. To cover, housing, benefits, education, healthcare, policing, etc. If they get a job, it will in most cases be an existing one. Putting a citizen out of a job.
The elite are a small percentage and they can go wherever they choose. I had no problems moving to Czech before it was in the EU. I was immediately a contributor to the economy.
There's also the element of culture, religion, ethics and morals. Also democracy, the people need to be asked how many they're willing to pay for.
