1) Not just lost nor refused to pay for it. The French government refused to execute a contract and showed itself as an absolutely unreliable clowns, nobody sand will do business with.
2) As about own Russian ship building.

read some press.
P.S. And course there are no bread lines nor food stamps in Russia like they have 'em in the USA for example.
