my dad "runs" a HOA in montenegro, one of the property owners has a hippopotamus, they have split in to pro-hippo and anti-hippo because he sometimes breaks loose and wanders around, he is not dangerous you can literally shoo him away

The argument of freedom aside, make no mistake. That hippo is not harmless. He may keep it well fed so it isn't aggressive, but they are very dangerous animals and it is likely only a matter of time until it hurts someone or something.
