i don't understand how:
'None of the parties involved recognized the risk posed to overflying civil aircraft by the armed conflict in the eastern part of Ukraine'
becomes something to do with russia.. if rebels shot it down, fine. the ukrainians were still running flights through the area. that's responsibility.
furthermore, have they released the cockpit conversations yet? or are those still 'classified'
