This is hardly a smoking gun. I would venture to guess that similar discussions went on with other government leaders as well.
You also need to remember that most of the larger military forces of the world have contingency plans for every possible scenario. Somewhere in a vault at the Pentagon or where ever is a set of plans to invade both Mexico and Canada if the need ever arises, and every few years they dust them off and re-evaluate. This is what the military does.
