I really dont understand your obsession with wallrugs. they look nice, they are handy for lower temperatures and for harsh mornings when you dont know where is the floor and where is the wall, russian style
btw. I see nothing wrong with the building that you posted. its very common in Europe, in countries like Poland, Ukraine, Germany, Czech, Slovakia, Austria, France (little different style) and few others.
even in Spain they have similar buildings but in different style, so I dont get whats wrong with it
