As about $1K a month. Let's imagine an average family of 3 (a husband, a wife and a kid). They earn about $2K a month. Since the medicine and education are free here, they don't pay for them. The taxes are also included and if they are smart enough, they don't take a loan (I know the idiots do it). So they spend about $500 a month for living. That means they can save about $1500 every month. You don't have to be a rocket scientist to calculate, that it will take about 54 months (4.5 years) to accumulate those $80K in cash to buy their personal apartments. Ok, the real life is not as good as the pure maths, so let it be 7-8 years. A time slice which allows a family of 3 to earn $80K in cash w/o any loans and credits.
P.S. A link to the apartments price is yours and the estimated salary calculation outside of Moscow is also yours. I just did the math to sum everything up.
