The division into first, second and third world countries dates back to the Cold War. The Western countries formed the first world, the Eastern block the second world and all other countries the third world. After 1990/91, "third world country" became a synonym for developing country. If you glance at St. Petersburg and Moscow, Russia does not really fit into this category. If you look at many villages especially in Siberia with few or even no infrastructure, it does very well. On average Russia can be considered a second world country.
