This is a child / teen who is obviously screaming for attention, what I would have done is move the entire class to another room and leave that one there.
Get the nurse / whoever to talk to her and ask her what is going on.

I do not know of any schools in AU that do this, they may but i've never experienced it in my schooling / family etc

The educational professionals trained to handle this sort of thing gave up and called the police. They had an 18 year old legal adult who it appears they felt needed to be arrested, removed from the classroom.
Then the cop gets hit while arresting her and we're back to nothing good ever happens when resisting arrest again.
