Seriously consider the following simple advice:
- File a police report with your local authorities.
Look up '"larceny by conversion'" and see if this applies to your situation.
- You need to out this person, by member name and legal name.
- Be careful how you state your accusations, to protect yourself from being liable.
Drunk!? You just described about 25% of the people I meet at the trade conferences.
