The way to solve illegal migration is to heavily fine anyone employing or housing them. Remove education for the children, healthcare is already practically of the table for anything other than accidents, no driving licenses. When I say fine I mean fine businesses so much they risk going bankrupt.
This removes all financial benefits of them coming or anyone catering to their needs. The Republicans would never agree.

The cost of housing would drop, with the law of supply and demand kicking in. Illegal migrants are renting houses.
But as you say businesses profit from cheap labour, making food too expensive for some to buy.
