Sure, India is one of the most under rated countries because an older perception that stills exists about it being third world. The US recently reported that India will be the third largest economy by the end of next decade so its developing fast. I would never use the Delhi metro but I did once and its better than the London underground.

Its also a safe place but it is far less safe for women. However, I note that there's a huge expat community and many women living in my condo area which is mostly Americans, Canadians, Thais, Koreans, Japanese and Chinese here. You see them all the time walking around freely on the streets, in local shopping malls etc and they own/run most of the decent shops here.

It's also a good place to do business because labour is so cheap and English is so widely spoken but unfortunately, the level of bureaucracy is just insane. It's a paperwork society which is something India learned from the long period of British rule.

That said, I really get the sense that India will be a far better place to live in 10 years from now but I think a country like in South East asia is probably going to be only slightly more expensive and offers you a great deal more in terms of quality right now.

In fact, I always tell people you could start a business anywhere in Asia right now and you'd be in the right place at the right time to do something great.
