A lot of time went by from the time him and Rick first met, and when Rick came across him holed up in his crazy hermit town all by himself. No back story was needed to explain how he took over an entire town, stockpiled a shitload of weapons, and was able to build that garbage zombie obstacle course all by himself. So I'm OK with him suddenly being able to use a broomstick - no back story required.
This is my opinion, but he's a one-dimensional character, and I'm not a huge fan. He could easily die the next episode, and it wouldn't bother me a bit. People like him end up getting other people killed. Like I said, my opinion, not everyone elses'. Everyone has different tastes.
