Just before the war on Libya, thousands of fake 'Libyan' Twitter accounts were tweeting "Gaddafi is killing his own people", it was all part of the smokescreen for the fake uprising and long-planned regime change. Russia have worked out that the same trick could be used on them, so this is being called for as a safe-measure, as with these changes it could easily be proved if a fake account really is in Russia or located in a US military base.
Putin has worked out the tricks of The West, it was also a smart move to ban the western NGO's, as they are tentacles of the Western Elites and can be used to stir up all kinds of trouble, as we saw in Russia when they pretended that there was election fraud going on in an attempt to destabilize the nation, with the goal of eventually assisting a Western-controlled candidate into power.
