It's not saying you won't experience withdrawals, everybody who takes opiate painkillers for a certain amount of time will. The soldiers coming back from Vietnam all experienced WD's, if they used for more than a week or two. It's saying after that, if you are mentally healthy, you won't feel the need to go back to opiates when you have no physical requirement for painkillers.
Only that 5% or so (seems to be growing in today's world), will find that the painkiller does something for them, and thus continue to seek it out regardless of if they are physically injured or not. It soothes pain, physical and emotional, those that keep doing it after their injury have some mental trauma which is unresolved and the painkillers help them with this.
If you were susceptible to addiction, you likely would have stayed a user after your first encounter with painkillers
