Unfortunately it does not care about it at all (tax evasion is a national sport in Russia). Even Gazprom (the government-controlled company) pays "black" salaries and that's not a secret for everybody. I'll tell you more. This happens on every level from our president to everyone. The max punishment will be a fine for about 1500 rubles or so and only if you will be caught which is nearly impossible (a chance is one to a billion).

P.S. Man, you saw the real prices in Russia (food, apartments etc). Do you really think these prices will exist if the people here had no money for that? The problem is that you are trying to compare overage official salaries in Russia with the local prices. This is something you should never do, because nobody here lives for the official salary. As the curse from the old Soviet movie says:
