Yes of course, but nobody cares about the laws here (as long as you don't steal, robe or kill). In fact, doing this simple illegal business in Moscow you can easily make additional 1000-2000 dollars a month. And yes, that's not considered as a serious crime so you won't go to jail for that. The max punishment will be a fine for about 1500 rubles or so and only if you will be caught which is nearly impossible (a chance is one to a billion).
