The IRS in the US actually classifies certain businesses (usually persistent loss-makers) as "hobby businesses" precisely so that they can disallow losses from those businesses being deducted against other income. Hobby businesses are a real thing in this country and they pay taxes, you can laugh all you want but it's still true. You're just proving you shouldn't be giving international tax advice.
