I doubt terrorist would announce time and place of attack. Goal of terror is not only to kill,but to put society in constant fear. Going armed and in constant paranoia is one of the goals. Anyway, no guns helped 9/11 or Boston Bombings.

At the end, they won't attack USA. In next period there will be many times more killed people from all those guns on the street than from 10 terrorist attacks that even won't happen.
