The funding isn't coming from the governments of 40 countries. It is coming from
individuals in 40 different countries. That means there are ISIS sympathizers and supporters living in at least 40 different countries. Some of them will send money to ISIS to support them and some of them will shoot up a nightclub full of people to support them.
