No way. When they flee the bombings they're refugees, when they leave a safe country and walk through other safe countries refusing to register they're economic migrants. That make excellent cover for terrorists.

Until the individual businessmen are revealed, it's all talk.

As for the endless stream of cars, if he thinks they're carrying oil which funds the ISIS. He needs to start bombing them instead of the Kurds.
