That does not explain the situation at all. Here in Russia even smoking spices are a serious crime. In China or Iran they have a death penalty for that.

Do you think these guys arrest not as many junkies as the US police does?
P.S. Forgot to mention it in my previous post. Drugs is a very serious crime in Russia. Almost as serious a murder.
