I am not familiar with the Russian penal code but in the US, thanks to '3 strikes' laws and 'Zero tolerance' laws mandating minimum sentences, prisons are filling up quickly. On top of all this, add the PROBATION SYSTEMS' rules and it's very easy to end up back behind bars. Add to this the SYSTEMIC CONFLICT OF INTEREST between the HUGE prison industrial complex and the Correction Officer unions and politicians looking for special interest support to get elected and it's easy to see why there's a heavier focus on PUNISHMENT than REHABILITATION. There's simply more money in it.
