It seems like .....
People with IQ below 100 are very dangerous, and like rhinoceri must be controlled or they'll stampede. But they're so plentiful - how can we spare the manpower to do it?
I know! Invent a children's tale, where everything is beautiful and fair, and no one dies, and everybody who does what they're told and diligently works goes to a beautiful place, not the cold ground with the worms.
The rules are so easy, and here are some pretty songs to sing and words to say. If they get ideas, quickly brutally torture them and kill them, and ostracize them and starve them.
Crush dissent, reward compliance, celebrate the "lowly" while taking everything they have, but give them hope. The imaginary parent in the sky is merciful.
And make sure one of "them" made all this up, not us.
A self policing, self sustaining, generation to generation mob of willing slaves, unable to imagine anything but abject compliance is the result. With a path for the intelligent few to go up the hierarchy if they'll play ball. Or death if they don't. Perfect.
They will kill themselves willingly, their friends, their family, or anyone we tell them to kill. They will castrate and mutilate themselves to please us. They'll provide us with endless wealth, labor, innovation, and devotion. They will acquiesce to the complete removal of their genes from the human gene pool in exchange for a little rank and a tiny, tiny part of what we own.
By all means, write the book.
