They have to build them up first. The Crimean infrastructure was almost destroyed when it was ruled by the Ukraine.

It is not anymore. Crimea was a part or the Ukraine for 23 years only. After that it was returned back to Russia where it was for centuries. Here is a map of Russia for dummies, made by National Geographic:
