If google would, these kind of sites wouldn't exist, as they would be useless shit (well they are, but they ARE indexed) ... Spam Sites are getting deindexed and you get deindexed for other less severe shit... but so far i'd say they are NOT penalized for now... I would even say that they hurt us more than them
No idea in as far i am right, but as i see it, if they would get penalized, they would not be in the index anymore...
