Putting troops on the ground is a zero win situation unless you plan to keep them there very long term and take control of the entire place which will not happen..

Absolutely.
There are plenty of places for them to move to. Now ISIS is fighting in Syria/Iraq. Beat them there, the money and leadership moves to Yemen, Somalia, Nigeria, or a lot of other countries. Nothing will change, while people are willing to die killing others, over who worships Islam correctly.
Once the oil runs out. There won't be anything to fund the wars or fight for.
Which is why the West must confiscate everything the Arabs acquired from having the oil.
