Missed opportunity by the GOP...because they could have allowed the amendments, and then call Obama's bluff regarding his threat of veto. If Obama still vetoed the bill, then the GOP would have an easy attack issue: "OMG!! Obama (and by extension all Democrats) care more about killing babies than protecting US citizens from terror!!!!".
But maybe the GOP legislature was afraid that Obama would actually signed the bill, thus making it look like the GOP was in favor of a "liberal agenda".
