Your torturous reading of the immigration law misinterprets the word "classes". Classes are limited to those allowable by the US Constitution; Race or Religion are not constitutionally allowable classes.
If you want to stop ALL immigration or ALL immigration from countries (as a class) that is allowable. The truth is that persons from most countries in the world may be the "Muslim threat'' -- the bogeyman ...
