"victimless crime" is, for example, prostitution between consenting adults, or cultivation and use of magic mushrooms, where no one of the parties involved is going to complain, yet, the state is stopping this. In case of a dating service asking $10,000 to provide contacts (perhaps warranty of 30 contacts a year at least etc.), and really providing no contacts in years... these customers are the "victims", even if I can agree it may be not so smart to give that much money to anyone for such a type of service, unless the dating service got magic wand to find the perfect match.
Unsure if same company, a few 70yr old women paid $7000-$9000 and the company could not find any male contact for them in a year, despite promised 30 or more, then these women sued:

Either they should let pay 70yr old women more (if that's so difficult to find dates to them) or give up and provide service only to women up to, let's say, 50yr old, and, good looking...
