It is much harder to get ammo in Switzerland.
Not exclusive to the states. Lots of countries have had mass murders but they usually respond to it by limiting access to assault rifles etc. Australia and the UK went through this.
The answer is simple. Don't make it so easy for deranged people and criminals to get guns.
