President Jimmy Carter did it with Iran during the hostage crisis.

I think the State Dept. can do it as well (under the auspices of the President). For instance U.S. citizens weren't "allowed" to travel to Cuba all these years and vice-versa.

But "no" the President can not "pass laws" all by himself (as Pres. Obama has found out).

Trump would be able to do the travel ban (but he would have to make a list of countries...it would still be a travel ban on Muslims, but worded differently).

But only Congress can pass bills.
And then the President signs them and they become the law.

One of the good things, in my opinion, of Obama's presidency has been that the govt. hasn't been able to pass as many new laws because of gridlock.

We have so many federal laws that you can't even find an exact number when you google it. Apparently nobody even knows!

Go ahead...google up the number of federal laws in the U.S. , there are so many that there is no definitive answer. lol

I'm happy when Congress is NOT making new laws. How many fucking laws do people really need? It's ridiculous.
OK. Now all he has to do is watch as Congress blocks him over and over again. If their backers disagree.

As for too many laws, no idea about that. Bureaucrats like to make laws, one Obama failed to make was to get health care out of the grip of big business. Limiting people on no-fly lists and "known to the security services" from being able to buy guns.
