But the two choices I listed as possibilities (muscle flexing or saber rattling) does not require you to read his mind. Even if Putin is too unpredictable to forecast his specific retaliatory action, one could still have an opinion as to whether Putin will flex his muscle, or will merely continue to rattle his saber.. |
