Terrorists try to intimidate/coerce/instill fear by the use of violence. The U.S. uses violence to kill/eliminate/terminate...a perceived enemy. "Civilians" have been a target through out the history of warfare from the beginning of mankind. Armies cannot exist without "civilians" to support it and that is why "civilians" are legitimate targets.
Currently the U.S. has a policy of trying not to target "civilians"...and "civilian" casualties are usually collateral damage from targeting combatants or the infrastructure of combatants. This policy costs the lives of American soldiers and ultimately the lives of our "enemy" by prolonging the conflict and it is a policy that I do not approve of.
So no...the U.S does not engage in terrorism...it engages to kill a perceived enemy...period.
