yes. but it is not this situation. and negative seo may be bad if the text of the links and tags and titles of the links and so are with some illegal keywords, like child, zoo, death and other which google will ban in a sec. it is not this time ... so really not sure what is going on, but i think there is not any reason to be scared about this ...
but i may be wrong
