As them. But I guess because they didn't want to risk human lives in training flights. I believe they saw that happened to Challenger in 1986.
P.S. I don't understand that US intention to send people anywhere even if they will die. Why don't you use robots instead? Soviet robots were first to the Moon (our robots did it long time before the US humans) and even Soviet shuttles were driven by robots. Those are just electronic-mechanical constructions and nobody will cry if we lost them.
