The Oculus Rift Consumer Version (CV1) is just a viewing device. It will have some tech built in, but it will need to be plugged in (by cable) to a PC computer. (It will not work on a game-system).
The best VR headsets, imho, are those that work with your mobile phone. Samsung's GearVR is a unit that requires a Samsung phone, but once you put the phone into the unit, it is a self-contained, mobile VR HMD (Head mounted display) that is wireless.
Of course, if you are looking for VR for hardcore gaming, then the Rift, the Vive or SonyVR will be better. For porn or entertainment experiences, the GearVR is the best.
