Aliens or not, the Pentagon has become totally out of reach from elected people including presidents. Zillions of tax payers money are going into black budgets of all kind. No one representing tax payers have any control on this. Some guys have their hand on technologies developed with tax payers money and are totally free to keep them secret. We paid for it, people we elected should have control over all of this. Not bureaucrats.
