I recall that it has been tried (I don't remember where I read it, but I thought it was a California lotto a number of years ago). It is actually a successful strategy-concept. There is no doubt that at this level, there is a positive expected value (return on investment).
However, there are indeed many errors in your methodology. For one, you cannot omit any numbers just because they are "unlikely" 1,2,3,4,5,6 is just as likely as any other 6 number combo. The only issue with it is that it is either never played by a typical player (so it has a better chance of winning you 100%) or it is always played by many players (in which case your EV is very low). Either way, you have to do every possible combo to avoid a catastrophic loss.
You also grossly underestimate the winnings from hitting 3 number combos and similar low-number "money-back" kinds of winnings. That will return most of your money.
But, of course, the real issue is that without approval (which you can't get) there would be no way to coordinate a purchase and execute in time. Too bad,
